The Pradhan Mantri Awas Yojana (PMAY) stands as one of India’s most ambitious and transformative social welfare initiatives. Launched in 2015 by the Government of India, this flagship scheme embodies the vision of “Housing for All” – ensuring that every Indian family, regardless of their socio-economic status, has access to a safe, permanent, and dignified home . The scheme addresses one of India’s most critical challenges: the shortage of adequate housing, particularly for economically weaker sections and low-income groups in both urban and rural areas.

The Pradhan Mantri Awas Yojana (PMAY) is a government housing scheme aimed at helping eligible families access affordable housing. Launched in 2015 with the objective of “Housing for All”, the scheme provides assistance to eligible beneficiaries in both urban and rural areas . The scheme has transformed the urban and rural landscape of housing in India, addressing the housing demands of millions of families who previously lived in kutcha houses, slums, and inadequate shelters .

Two Pillars of PMAY: Urban and Rural

The Pradhan Mantri Awas Yojana operates through two distinct components, each tailored to address the unique housing challenges of different demographic segments :

    PMAY-Urban (PMAY-U)

The PMAY-Urban (PMAY-U) component focuses on providing pucca houses to eligible urban households. Since its launch in 2015, this scheme has made remarkable progress. According to a Rajya Sabha reply dated July 20, 2026, a total of 127.68 lakh houses have been sanctioned under PMAY-U and PMAY-U 2.0 since the scheme was launched in 2015, including 16.20 lakh houses sanctioned under PMAY-U 2.0 .

As of July 13, 2026, 99.07 lakh houses have been completed and delivered to beneficiaries, while 121.02 lakh houses have been grounded for construction . The original PMAY-U scheme period has been extended till September 30, 2026 to facilitate completion of already sanctioned houses without changing the funding pattern and implementation methodology .

    PMAY-Gramin (PMAY-G)

The PMAY-Gramin (PMAY-G) component focuses on providing pucca houses to eligible rural households. According to a Lok Sabha reply dated July 21, 2026, the government has sanctioned 3.92 crore houses under PMAY-G against an allocated target of 4.18 crore houses . Of these, 3.10 crore houses have been completed, while around 1.08 crore houses remain pending completion against the targets allocated to states and Union Territories .

The Ministry of Rural Development stated that during the last five years, from FY 2021-22 to FY 2025-26, the Centre released ₹1,34,242.45 crore as its share under PMAY-G. For FY 2026-27, the government has approved a tentative allocation of ₹41,924.60 crore under the scheme, subject to revision based on the allocation of targets to states and Union Territories .

    PMAY-U 2.0: The Next Generation

The government launched PMAY-U 2.0 ‘Housing for All’ Mission from September 1, 2024, based on the learnings from the implementation of the earlier urban housing scheme . This revamped scheme aims to support 1 crore additional eligible urban beneficiaries over five years .

Unlike the first phase, which largely focused on constructing houses, PMAY-U 2.0 offers four different implementation models to address varying housing needs in urban India :

    1. Beneficiary Led Construction (BLC)

Financial assistance for eligible families to construct or enhance their own houses on land they own. Under PMAY-U 2.0, central assistance of up to Rs. 1.5 lakh is provided for individual house construction under BLC .

    2. Affordable Housing in Partnership (AHP)

Affordable housing projects developed through partnerships involving public and private agencies . This component creates affordable housing through partnerships with private developers, who receive government subsidies to ensure housing is available at affordable prices to target groups .

    3. Affordable Rental Housing (ARH)

Rental accommodation for migrants, urban poor and other eligible beneficiaries . This addresses the housing needs of migrants and urban poor who may not be able to afford homeownership immediately.

    4. Interest Subsidy Scheme (ISS)

Interest subsidy on eligible home loans to make home ownership more affordable . This is the successor to the earlier Credit Linked Subsidy Scheme (CLSS), which closed on 31 March 2022 .

The scheme is demand-driven, with projects taken up based on proposals submitted by states and Union Territories . Implementation, including demand assessment, beneficiary selection and project formulation, is carried out by the respective state governments and Union Territories in accordance with the scheme guidelines .

    Eligibility Criteria for PMAY 2026

Eligibility under PMAY depends on factors such as household income, ownership of a house, and whether the applicant has already received housing assistance under any government scheme .

The 2024-25 Union Budget announced central assistance of Rs. 2.2 lakh crore over five years for PMAY-Urban 2.0, as part of a total investment of Rs. 10 lakh crore targeting 1 crore urban families. Separately, PMAY-Gramin’s extended phase carries a total outlay of Rs. 3.06 lakh crore for 2 crore additional rural homes through 2029 .

    State-Wise Progress and Major Beneficiaries

Significant progress has been made under the Pradhan Mantri Awas Yojana-Urban (PMAY-U) across various states and Union Territories in India.
